Iran has stepped up electronic surveillance measures to enforce its compulsory headscarf law, as outlined in a United Nations report issued on March 14, 2025. The report reveals that Iranian authorities are utilizing drone surveillance and facial recognition technology to enforce hijab regulations in public areas. Since the introduction of the Noor Plan in April 2024, at least 618 women have been arrested, according to U.N. Investigators. This intensified enforcement comes in the wake of the 2022 death of Mahsa Amini, which triggered protests leading to more than 22,000 detentions.
