Rubio reassured that talks with Russia did not exclude European participation and that if negotiations progressed, the Ukrainians and other Europeans would be engaged.
Rubio pointed out the significance of actions following expressions of interest in peace, stating, "Ultimately, one phone call does not make peace." The upcoming talks in Saudi Arabia aim to assess the sincerity of Russian President Putin's intentions for peace.
Both Rubio and U.S. Middle East envoy Steve Witkoff acknowledged the necessity of involving Ukraine and European leaders in the negotiation process. Concerns arose within European leaders regarding the U.S.' shifting stance on Ukraine, Russia, and European security.
The U.S. administration's moves in recent days have left European officials apprehensive about potential peace agreements that could impact European security. Rubio mentioned that any significant negotiations would require the involvement of Ukraine and European leaders due to their stakes in the conflict.
French President Emmanuel Macron is set to host European leaders for discussions on the Ukraine war. Rubio did not confirm discussions on lifting sanctions on Russia during a call with Russian Foreign Minister Sergei Lavrov, focusing instead on improving operating conditions at the U.S. embassy in Moscow to facilitate progress in Ukraine peacemaking efforts.
