France will present a draft resolution to the United Nations Security Council on Friday in an effort to increase pressure on Rwanda to withdraw its troops from eastern Democratic Republic of Congo, announced French U.N. Ambassador Nicolas de Riviere. He expressed hope for quick adoption of the resolution, clarifying that sanctions were not imminent. De Riviere emphasized the need for a decisive council message, urging an end to current actions, withdrawal of foreign forces, and a return to dialogue. Following circulation of the draft among the 15 members, negotiations on the wording will precede a vote. A council resolution requires at least nine favorable votes without veto from the United States, Russia, China, Britain, or France to pass.
