On March 15, Ukrainian President Volodymyr Zelenskiy urged Kyiv's Western allies to clearly define security guarantees, including the potential deployment of foreign troops on Ukrainian soil with U.S. support.
This call followed a virtual meeting led by British Prime Minister Keir Starmer, where he mentioned a "coalition of the willing" to ensure Ukraine's security on land, sea, and air in the event of a peace agreement with Russia. Zelenskiy emphasized the importance of developing contingents that would shape Europe's future Armed Forces, advocating for European presence on the ground backed by U.S. support for a more secure peace.
Zelenskiy also criticized Russian President Vladimir Putin for obstructing peace negotiations, highlighting Putin's resistance to European peacekeepers in Ukraine as a major hindrance to achieving a ceasefire. Putin had expressed conditional support for a 30-day ceasefire proposed by former U.S. President Donald Trump. However, Zelenskiy emphasized that Russia's actions continue to undermine peace efforts in the region, stating, "A ceasefire could have already happened, but Russia is doing everything to prevent it."
