Swiss Proposal to Ease Restrictions on Arms Exports

The Swiss government proposed relaxing restrictions on arms exports to support its domestic industry and security policy, a significant step for the neutral country. The proposal aims to allow deviations from current restrictions "in extraordinary circumstances" to adjust arms export policy as geopolitical situations evolve. Despite Switzerland's neutrality, it has been a major arms supplier globally, but exports declined by over a quarter in 2023, partly due to restrictions imposed by other countries re-exporting Swiss-made weaponry.

The cabinet's aim is to safeguard Switzerland's foreign and security policy interests and maintain an industrial capacity suitable for national defense needs. However, the planned changes will not permit arms exports to Ukraine due to Swiss war materials and neutrality laws. Switzerland prohibits arms exports to countries in conflict or violating human rights, or where there is a risk of weapons misuse.

Switzerland hosts key arms industry players such as Lockheed Martin and Rheinmetall alongside smaller firms. Some industry associations, like Swissmem, feel the proposed changes are insufficient, pushing for clearer rules during crises. Conversely, anti-militarist groups like the Group for Switzerland without an Army (GSoA) criticize the plan, fearing Swiss weapons could end up fueling conflicts or human rights violations, contrary to Swiss neutrality and humanitarian principles.

The proposal's fate rests on parliamentary approval or potential referendum, as its acceptance remains uncertain.
