Putin's chief investment negotiator travels to Washington for talks with Trump's envoy, sources report

A key Kremlin negotiator is expected in Washington this week for discussions with the U.S. administration, marking the highest-level Russian official visit since 2022.

Kirill Dmitriev, head of Russia's sovereign wealth fund and special envoy on investment and international economic issues, will meet with U.S. special envoy Steve Witkoff. The meeting is scheduled for Wednesday and aims to strengthen relations between the two countries while addressing the ongoing conflict in Ukraine.

Dmitriev expressed concerns over the resistance to U.S.-Russia dialogue, citing entrenched interests and longstanding narratives. He suggested that improved relations could contribute to lasting global security and peace.

The White House and U.S. Department of State have not provided comments on the visit, and the Russian Embassy in Washington has not replied to requests for information.

Dmitriev's trip coincides with President Trump's efforts to engage with President Putin regarding peace negotiations in Ukraine. Although Trump has expressed frustration over perceived delays from Moscow in reaching a broader peace agreement, Dmitriev's visit may help ease existing tensions.

Following Western sanctions due to its invasion of Ukraine, Russia aims to attract international investors to diversify its economy, which has been significantly impacted by the conflict. Reports indicate that the Trump administration temporarily lifted sanctions on Dmitriev for this visit.

Dmitriev, regarded as one of the most U.S.-savvy members of the Russian elite, mentioned that discussions on joint projects between the two countries have already begun. In February, Putin hinted at American interest in collaborating on resource exploration in Russia, which possesses the world's fifth-largest reserves of minerals essential for lasers and military equipment.

Additionally, Russia is seeking investors to develop trade through the Northern Sea Route in Arctic waters as it shifts its economic focus toward Asia in response to Western sanctions. There has been increased attention on the strategic importance of the Arctic for mining, shipping, and international security, further fueled by Trump's remarks about acquiring Greenland.
