On Jan 14, a group of trade associations from the semiconductor and manufacturing sectors, including the Semiconductor Industry Association and SEMI, addressed a private letter to U.S. President Joe Biden expressing concerns about new export controls being rushed through without industry consultation. These controls pertain to the global placement of computing chips manufactured by Nvidia. The letter highlighted the establishment of a three-tier system requiring licenses for most nations to construct AI data centers with U.S. chips. Additionally, the letter criticized impending regulations that would further restrict the control of high-bandwidth memory, potentially affecting U.S. companies and global market competition. The letter emphasized the lack of industry input and public comment in the development of these regulations, despite their lasting economic and international repercussions. The Semiconductor Industry Association and SEMI were not available for immediate comment. High-bandwidth memory, crucial for advanced AI chip production and mainly produced by U.S. and Korean companies, is targeted by the new rules. It was also suggested that these rules might reverse a prior interpretation, impacting companies like Lam Research, which supplies equipment to memory chip manufacturers in China. Lam Research did not provide a comment upon request.
