Birmingham Declares Major Incident Due to Bin Strike

St. Paul Mayor Melvin Carter declared a state of emergency to ensure the new citywide trash collection service contract with FCC Environmental Services begins smoothly. This declaration follows the St. Paul City Council's prior vote to block the contract over concerns regarding the location of the truck refueling and dispatch station at 560 Randolph Avenue, which faced opposition from some community members.

The emergency declaration enables the city to proceed with the contract and suspends zoning regulations, guaranteeing trash pickup for more than 65,000 households in St. Paul. Mayor Carter emphasized that this order is crucial for maintaining uninterrupted trash services, as waste collection significantly affects the health and wellness of residents. Public Works Director Sean Kershaw noted that the city will ensure trash pickup, even if it requires legal action.

The St. Paul City Council is required to vote on extending the state of emergency after three days, with a vote anticipated at Wednesday's meeting. However, it remains uncertain whether Mayor Carter has the necessary support for the extension or what the outcome will be if the extension is denied, although Council member Anika Bowie has expressed her intention to back a 90-day continuation.
